Solemn Judgment, Thunder King Rai-Oh and Black Horn of Heaven.

These three cards can all negate a Special Summon. However, what most people either don't know, or forget, is that they all say "when your opponent would Special Summon a monster". This means, that unlike Solemn Warning, these cards can only negate inherent summons. These are summons that are not done by an effect, but by a condition. The most known card for inherent summons is "Cyber Dragon". Cyber Dragon's card text says :
If your opponent controls a monster and you control no monsters, you can Special Summon this card (from your hand).
This is a condition. Meaning, the three cards I named can negate his Special Summon. Also note, that Synchro and Xyz summons are inherent summons as well.
Fusions and Rituals on the other hand are Summoned by cards (Polymerization and Ritual Spells).
And since the three cards do not say they can negate the activation of a Spell or Trap card that summons something, Rai-oh, Black Horn and Judgment cannot negate these Summons.
